LABOR RELATIONS REGULATIONS
UP FOR 18 AMENDMENTS
The Alaska Department of Labor and Workforce Development will
take public testimony on Nov. 14 regarding a variety of changes to the
regulations governing labor relations with public employees. Title 8 of the
Alaska Administrative Code specifies the procedures for school districts and
others in contract negotiations with employees covered by the Public Employees
Relations Act. Among the changes proposed by the Alaska Labor Relations Agency
is a proposal to drop the term Òlast best offerÓ from the code and replace it
with Òan offer submitted to advisory arbitration.Ó The agency says the intent of the change is to clarify which
contract terms can be implemented at an impasse following advisory arbitration.

SECOND SCHOOL
LOCKDOWN BRINGS CALL FOR BUFFER ZONE
For the second time in less than a week,
Meadow Lakes Elementary School went into lockdown Tuesday after school
personnel heard gunshots in the distance. The shots likely came from duck
hunters again, prompting borough officials to wonder whether a buffer zone is

LIBYA TO BUY
LAPTOPS FOR ALL NATIONÕS KIDS
The government of Libya has reached an
agreement with an American nonprofit group to provide inexpensive laptop
computers for all of the nationÕs 1.2 million schoolchildren, the New York
